Problem with scrollview

What I want to do is to have a layout that covers the entire screen. However, if for example the phone has low resolution, it should be scrollable. The problem is that when I encapsule a RelativeLayout with "fill_parent" as height in a scrollview, then the RelativeLayout does not fill the screen. Of course this is because the scrollview in a way has infinite height (since it can scroll), so the RelativeLayout cannot fill it. But is there no way to make a RelativeLayout within a scrollview to cover the entire screen?
