how to create icon along with SYSTEM status icon?

I want to create icon along with System statuc icon.

SYSTEM status icon, I mean is [Battery,Bluetooth... status icon]

Notification is unsuitable, it can be clear.

I believe this is not possible at the moment, but you can emulator such an icon by changing the notification icon and have it not removed when the user presses the notification.
