How to genarate country specific .kl file in android ? Is there any tool for that? How to convert .kl file to .kcm file using python script?

I have a microsoft window tool for generating country specific .klc files but could you tell me, how to generate .kl file from .klc file ? Is their any linux tool for generating country specific .kl files?
