Drawing onto a native screen?

Can anybody point me in the direction of some tutorials on how to draw icons over the native displays on Android?

such as drawing over the dialler screen to give some additional info or drawing a new logo in the top bar where the wifi status and connection status appear?

Use a custom toast? That's the only thing I know of which can be initiated from an Activity/Service and which can appear over the incoming/outgoing call screens.
