help getting eclipse up and running with adt plugin

Hey all
i realize this is an android forum and not an eclipse forum, but im sure somebody here can solve my problems

im trying to install everything necessary to make the hello world beginner app

i am having way too many problem it appears

i have tried all different types of eclipse IDE, i have tried to use the android adt bundle thing that allegedly includes a version of eclipse and the sdk package.

no matter what i do,it wont let me create a virtual device. i try to open the virtual device manager and it never opens.

im hoping somebody here could help me go step by step and tell me wtf is going on

i will uninstall/delete everything and start fresh

i cant find anything regarding where i should install the files and if it matters at all. one of the problems on one of the installs at some point (ive done a bunch of installs and deletes trying different things) was that it couldnt find the sdk tools folder. the folder name it was looking for was different than the actual folder name, so i changed the folder names and resolved that issue, but the virtual device issue still remained.

so again, hopefully im in the right spot to maybe get some help on this
i want to go step by step and explain each detail and see where things are going wrong

for example, im in the middle of another install.
heres an apparent problem that came up while running sdk manager:

....

Found Intel x86 Atom System Image, Android API 16, revision 1
Done loading packages.
Preparing to install archives
Downloading Android SDK Platform-tools, revision 16
Installing Android SDK Platform-tools, revision 16
Stopping ADB server failed (code -1).
Installed Android SDK Platform-tools, revision 16
....

does the stopping adb server failed mean anything?

thanks for any help
if im in the wrong spot, please point me in the right direction?
