I don't think you should have any problem with Google play. But when downloading Android apps from the Google Play website (play.google.com), physically connecting your phone or tablet to your computer using a USB cable is not sufficient. your device needs one of the two types of connectivity either a wireless network or via mobile (2G/3G/4G) connection in order to download Android apps.
