Where to implement Graphic 2D app

Where should one implement the graphic aspect of a 2D app/game? Should that be done in a custom view's ondraw() or on/in a surfaceview (speed whise).

Is that hardware accelerated blitting? Because copying a lot of translated drawables will prob be very slow.
