Layer activity/window on top of different application?

Hello,

Please pardon me for not using the right terms (I am new to Android and mobile development in general).

While browsing the Android Market, I came over an application which does what I am trying to ask (please see this thread's subject).
This is a screen shot of it:

I got interested in how they managed to get that "Caller ID" panel on top of the "Incoming Call" screen.
I have been spending days on trying to figure it out, but I had no luck yet.

Any ideas how to do do the same (with the "Incoming Call" screen as well as "any" other ones)?

Could it be a simple toast, that would soon fade away? (I would like it to stay for as long as I want, though)
If possible, I would like users to be able to interact with it, as well as anything that is in the background.

I am not sure but it looks like a Toast to me. :)

Thank you for your reply, mad.dogg.

I have finally figured out one way to do almost what I want, and that is to delay the creation of my activity until after, say, the "Incoming Call" screen has shown (leaving mine on top of it).

The background is transparent, however, I have not yet figured out how to interact with anything behind my activity (where the transparent area is).
