In Eclipse how do you get this unique pop-up Context Help?

Was watching a screencast on this site and In this screencast there is a part in the video where the person puts his
mouse on the "OnClickListener" and it pops up a window giving him suggestions
of "Add Unimplemented methods" (for the "OnClickListener"), etc ... how do you get that to appear in Eclipse?

CTRL + 1 shows error suggestion
