Any APIs to manipulate Audio -- Processor powerful enuf?

Was curious if Android had any APIs that give you access to the audio data (i know we can open a file but is there something that can know what that data file is, decode it, and give me the data from it) so i can manipulate it and then send it out again?

Thanks
