Recognize phone's state

Hi,

I am developing an application where I require to find out phone's state i.e.whether phone is idle for 10 minutes?

please tell how can I find it.

and also if phone is idle for some time can I start new activity or service? like to display some message on screen. if yes please tell me.

plz help me......
