Please teach me how to make a third-party VPN Client app

Let's imagine that we would develop an android app (only 2.3.4). My App will able to check the VPN connection status. If it not available, try to connect automatically . It looks like a VPN Client. We can connect to VPN by default settings on Android OS VPN Settings but it's not an convenient way, just use my app instead

I'm getting stuck in this problem, could anyone let me know how to make it?(only for Android API 10)

I would deeply appreciate it if you provide me some solutions, hints...
