I am new to here. Was on forum for half an hour and can't find the information I need.
Actually, I am HTML/CSS/jQuery coder. And I need to develop the website, which will be "zoomed-out" or "fitted" to 320x480 (frequently used) Android mobile device screen.
I don't think this is a big problem. Somewhere I met that there is android.js file, which connects to HTML and recognizes if the website was open on PC or on android device. But I am not sure at all. I didn't do anything for mobiles before. That's why I'd like to ask professionals to help me sort everything out in my head
Any tutorials, any links, any ideas or even offers are really really welcome! H.E.L.P.

p.s. got only Android SDK with Android Virtual Device on my PC.

Have a look at media queries (css3). Which works like this e.g.:
