Not yet...
It's only a preview of the layout.
But... if you want a WYSIWYG editor, there's this nice little thing: DroidDraw
(available online, and downloadable executables as well)

It's only a preview of the layout. |
Well it's a preview of the editor.
Go into Eclipse, in the menu Window > Show View > Other
Then choose Outline and Properties.
The Outline view will allow you to add/remove/move views/layouts, while the Properties view allows you to edit any attribute of the views/layouts.
Sure, it's not as good as full drag and drop support but it's a first step, and we figured you'd like to have it  |

I know this tool, it doesn't like me Unfortunately, it isn't comfortable for me.
