Hi, I'm new to this site, but I am in need of opinions on this.

Do you think it is is possible to create an application that can run the ping command from your G1 to an outside server, without Root Access or PTerminal? How?

Any thoughts would be helpful.

I've found a website which should help. Though when you are on 3G, your provider blocks lots of ports and you are probably behind a NAT, which restricts a lot of network access.
