I've seen a few apps on the market that can stream audio in alaw format, but Android doesn't support alaw by default (only linear PCM):

Any idea how those devs are achieving this?

This is possible with using AudioTrack & alaw native decoder (you can found it in libsnd project).

After reading through the AudioTrack docs, I don't think it's what I was looking for. I'm actually trying to play a network stream via RTSP. The stream contains Alaw PCM wave data. Did I miss something?
