getting OutOfMemory error in API level 4, but not 3

I started making this app that uses a large image (2365*1784, 1.28M, .png) in Android 1.5 (API level 3). When working on a new feature I needed to upgrade to 1.6, and therefore API level 4. Now I am getting an OutOfMemory error from loading this image. Are the constraints on memory lower from api 3 to api 4?

any suggestions :)
