Advice needed on creating icons

Hi,

I need to create some simple icons for my Android game. See this picture Image, where there are green, red and gray icons.
I know these are very straightforward to create, but I'm looking for a free tool that can create them easily. I've been messing around with MS Paint and Paint.net but these are just too tedious, especially as I have to rework them to fit correctly.
Ideally, I'd like some way to make them more 3D as well but that is a lesser priority.

Can someone please advise me on the best way to create these?
