Our own military, the Russians, and the oil companies do it all the time and have suitable equipment. I'd think that if Japan had put out an urgent need early on, that same might have been done at their reactor sites. Also, I believe that experts from around the World might have been marshaled much more quickly for assistance and/or analysis.However, I believe that Japan is somewhat guilty of a bit of pride and politics in delaying the call for assistance, a bit like the LA Governor and N.Orleans Mayor during Katrina. This is a human tendency akin to the Libyan Rebels' bravely refusing assistance while on a roll, but urgently railing for assistance when the ball switched courts.
