The pros use QuarkExpress to design brochures but for you its expensive to buy and complicated to use, so forget about it. Photoshop is just graphic works but you can still manage to design brochure to your requirement. If you have MS Office 2007, then you should have MS Publisher with it. Its very similar to Word. Finally if nothing helps just start with Word, you can get far or less brochure look-alike.
