Rooted G1 vs Dev Phone 1

Real basic question here. I read a rooted G1 can access all apps in the marketplace (even copy-protected ones), but the Dev Phone 1 cannot. Is this true? Any info and background on this would be great. I read a lot of posts last year on this, but nothing recent to see if it has changed.
