before I try to make it, can someone tell me if its technically possible to make this app (or if it already exists for android)?

an 'it just works' app that makes wifi <-> wifi voice ip calls, and requires no cell connection of any kind, and even ignores cell connections when they are available.

Even more awesome would be for someone to write, "yes its possible, and here's how i'd do it, theoretically"

also - before you say 'skype', skype for android doesn't work without a cell connection, and never has...and all the other solutions to this problem I've found are too complicated for the tech-averse
