How to point the TCPClient the desktop computer's IP?

I want to execute TCP-Communication my Desktop PC as Server and Android Client with example from qamerfarooq.

Please help me.
(sorry for mistake I am not very good in English)

desktop pc:
ipconfig /all
look for an ip address: e.g. 192.168.2.123

android:
insert the above ip address as target-ip


any success ?
