How to access files on the SD card from the web browser?

I have downloaded the entirety of the Baen Free Library and processed it so it works on my PSP as a collection of HTML pages and images. I'd love to use my Android as a reader, but I don't know how to read files on the SD card from the web browser.

I'd read somewhere that "file://" functionality had been disabled in the web browser for security purposes. Is this true? (What sort of security threat does "file://" represent anyway?) If it's not true, how do I browse HTML files on the SD card? Thanks!
