Droid X Bootloader Issue

So I understand Droid X's recent bootloader issue. What I haven't gotten clarified is the question of whether or not this affects app development on the phone, aka debugging mode. I was told by a friend of mine that the Droid X couldn't have apps developed on it; however, since he isn't a developer himself, I couldn't trust this fact 100%. Along with that, he told me that only the Motorola Droid, Nexus One, and Google's developer phones were the only ones capable of app developing. Since I only own a Droid, I do not know about other phones and their development features. Could someone please give me a clarification on this, in other words, let me know if what I have been told is true or false.

Another question to ask that might sum things up, is debugging mode available on ALL Android devices?
