im creating a vertical scrolling shooter and cant decide if it should be based on sea, space or air

I once played a side scrolling shooter where the physics were different depending on whether you were in the air or flying underwater, that could represent a significant game play opportunity.

id go for one theme tho then you can concentrate more on it being uniform throughout the game
