Children's internet monitoring

I am not a developer, though trying to learn coding in my spare time.
I would like to see an application that would help to motivate my kids to be selective in what content they view on the phone.

Maybe an background task that is passcoded that would compile a URL list simultaneous to the browser history log, that is emailed to a specified address every couple of days then wiped so as not to tie up data storage space.

From what I've read so far, this should not be a difficult task for someone who knows code well. Unfortunately, that someone is not me just yet.
